Midlanders are staying in the requirements for the water restrictions, so how are they getting around it to keep their plants, yards and pools alive? Water Wells. From January 1st through May 31st 460 permits were issued by the city for new water wells to be drilled in Midland. Only 12 permits were issued during that time period last year. In Midland residential wells are very popular for those individuals who are trying to keep their landscape beautiful and alive, as well as not using city water to fill their pools. These wells cost anywhere between $2000 and $10000 depending on what it comes with. In Midland and Odessa the numbers have increased to 80 percent from last year on residential water wells.
